RIMQ and City of Toronto Receive Top Honours from GTEC

Who were the exceptional performers in managing municipal IT projects in 2013?  They were large municipalities from Central Canada, as selected by judges of the GTEC Distinction Awards.

 

A group of large municipalities from Quebec received top honours at GTEC’s 21st annual Distinction Awards Gala on Monday, October 7, together with the City of Toronto and its chief information officer, Rob Meikle.

 

GTEC, Canada’s largest government technology event, presents its Distinction Awards to organizations that have excelled at managing information and communications technology at municipal, federal and provincial levels.  A record number of municipal award submissions were received this year, reports Kathryn Bulko, president of MISA/ASIM Canada and manager of client relationships for the I&T Division of the City of Toronto.

 

"Congratulations to all the municipal medalists and honourees for their well-deserved recognition,” Bulko said after the Distinction Awards Gala at the Ottawa Convention Centre. 

 

"It is important to see municipalities, provinces and the federal government recognizing each other’s work.  We all have the same goals and can build on our combined successes.”

 

In the Excellence in Collaboration category, the medal went to Reseau de l'informatique municipale du Quebec (RIMQ), the Quebec chapter of MISA/ASIM Canada, together with one of its special-interest groups known as GVQ, or Grandes Villes du Quebec.

 

The group comprises Boucherville-Brossard-Saint-Lambert, Gatineau, Laval, Levis, Longueuil, Montreal, Quebec, Saguenay, Sherbrooke, Terrebonne and Trois-Rivieres.  They have created a collaborative group for the development, acquisition, evolution and working of computer systems. 

 

The group has attained Internet access at reduced cost for its members, and enabled free web access for citizens at libraries or other local buildings.  Since 2009 GVQ has also created and implemented the Inter Cities Network Quebec project, a high-speed network on which municipalities can host and maintain applications for each other.

 

The City of Toronto’s Employment and Social Services division was the medal winner in the Excellence in Public Service Delivery category for its City Services Benefit Card Project.  The customized, electronic benefits card provides easy accessibility to services, savings and security for residents, while producing administrative efficiencies, streamlining processes and enhancing program integrity for the City.

 

Toronto CIO Rob Meikle received a personal honour as the recipient of the municipal medal in the category of Leadership for the Next Generation.  The award was bestowed both for his work at Toronto and at the City of Brampton, where he was previously CIO.  Meikle was lauded for advocating the need for building a unified citizen-centric culture as a means for better quality of life.

 

Municipal Honourees

 

Four other municipalities were recognized as 2013 Distinction Awards Honourees for their innovative projects involving information and communications technologies.

 

·         The County of Grande Prairie, Alberta, was an honouree in the category of Excellence in Public Service Delivery.  Over six years and through three phases, the County led an Internet tower project to overcome a lack of broadband connectivity, resulting in improved economic-development activity and quality of life.

 

·         In the same category, the Office of the CAO in the City of Waterloo, Ontario, was recognized for its PingStreet mobile application.  Designed to facilitate seamless daily interactions between citizens and multi-level government, PingStreet provides Waterloo citizens with real-time access to location-based information highly relevant in their day-to-day lives. 

 

·         The City of Brampton, Ontario, was a third honouree in the Excellence in Public Service Delivery category.  It created versatile GIS-based technology to implement a fire pre-incident planning system, resulting in pre-plans rich in information, in a standardized format and available to all firefighters at the scene of a fire or other emergency.  Brampton Fire and Emergency Services worked in collaboration with the Information Technology Division. 

 

·         In the Excellence in IT Operations Category, the City of Toronto’s Social Development Finance & Administration, Social Policy Analysis & Research Unit was an honouree for developing Wellbeing Toronto, a web mapping and data visualization tool displaying more than 165 indicators of wellbeing about Toronto's neighbourhoods.
