Launch of Electronic Council Meeting Guide and Resources for Municipalities

On March 19th, 2020 the Ontario Government made amendments to the Municipal Act, 2001 in response to COVID-19. With Bill 187, the Municipal Emergency Act allows municipalities to update their procedural by-laws to allow for electronic meetings of municipal councils, committees and local boards under sections 238 and 239 of the Municipal Act.
To assist in navigating this uncharted territory, MISA Ontario, AMCTO, OMAA and AMO have collaborated to develop a suite of resources. These resources are available online and seek to address a range of technology, procedural, and scope of council business issues that municipalities are facing within the current environment.

This webpage will be managed and updated to provide resources that support and guide to all those involved with electronic council meetings during this time of physical distancing. Please note we acknowledge the varying systems and IT capacity across the Province and will seek to provide holistic supports that accounts for this moving forward.
In addition to the above suite of resources, MISA Ontario, AMCTO and AMO also developed a virtual council meeting best practice document called the Electronic Council Meeting Guide which is now available for download. This document provides a brief overview of the legislative context for changes to a procedure by-law, as well as further considerations for optimal electronic governance.
This initiative was several weeks in the making and would not have been possible without the invaluable contributions from these associations. We encourage you to share the resources below within your organization and with your municipal and affiliate colleagues.
